Jos\u00e9 Borbinha is a Full Professor of Information Systems at the Department of Computer Science of Instituto Superior T\u00e9cnico and an Integrated Researcher at INESC-ID, where he coordinates the Thematic Line on Digital Transformation of Society. He holds a bachelor’s and master’s degree in Electrical and Computer Engineering from T\u00e9cnico and a Ph.D. in Computer Engineering and Information Systems, having been teaching at the institution since 1990. Between 1998 and 2005, he served as Director of the Innovation and Development Services at the National Library of Portugal, where he launched the National Digital Library initiative. In 2019, he acted as a consultant for the United Nations Secretariat, and during the XXII Constitutional Government, he was an advisor on technology in the office of the Secretary of State for Innovation and Administrative Modernization. His research interests include information management and related systems, focusing on requirements analysis, solution design, information security, digital preservation, and governance. He has led national and international projects, with significant contributions in requirements management, systems modeling, and standardization, actively collaborating with ISO working groups and European initiatives. He is a Corresponding Member of the Science Class of the Academy of Sciences of Lisbon, a member of the Portuguese Engineers’ Association in the Electrical and Computer Engineering branches, of the Portuguese Association of Librarians, Archivists, Information, and Documentation Professionals (BAD), and of the international organizations IEEE and ACM. He regularly participates in committees for national and international conferences in his areas of expertise and has served as a consultant and evaluator for programs of the European Commission, NSF, and FCT.
