1. Scientific and professional profile and career<\/p>\n\n\n\n
Paulo Manuel Mello de Sousa Mendes is graduated in Law by the Faculty of Law of the University of Lisbon (FDUL) in 1981, where he also obtained his LLM degree in 1987. He concluded his PhD in Legal Sciences in 2006 and acquired the title of aggregate in Law in 2019 from the University of Lisbon. Since 2020, he is a full professor at the FDUL, where he has taught Criminal Law, Criminal Procedure, Regulatory Law, Evidence Law, Comparative Criminal Law, International Criminal Law, and Artificial Intelligence & Law. He held several positions at the FDUL, inter alia, as Vice-President of the Institute for Legal Cooperation (2007-2009), as Vice-President of the Erasmus and International Relations Office (2007-2009), and as a member of the Scientific Council (2015-2024), including its Permanent Committee (2015-2016). He was the Coordinator of the Scientific Committee for Postgraduate Studies from 2018 to 2022. He is the Scientific Coordinator of the master\u2019s in law & management, jointly created by FDUL and the Lisbon School of Economics & Management (ISEG) of the UL, the fourth edition of which began in September 2024. He is also the Scientific Coordinator of the LLM in artificial intelligence in legal practice and its regulation at FDUL, the first edition of which began in September 2024.<\/p>\n\n\n\n

Paulo de Sousa Mendes is a member of the scientific or editorial board of several international journals, namely Goltdammer\u2019s Archiv f\u00fcr Strafrecht (Germany), Quaestio facti \u2013 Revista internacional sobre razonamiento probatorio (Spain), Revista do Instituto de Ci\u00eancias Penais de Belo Horizonte (Brazil), Revista do Minist\u00e9rio P\u00fablico do Rio Grande do Sul (Brazil), and Zeitschrift f\u00fcr Internationale Strafrechtsdogmatik (Germany). He was co-editor of the special edition of Law, Probability & Risk, March 2013 (USA). He is a permanent associate of the Revista Portuguesa de Ci\u00eancia Criminal (Portugal). He was Co-founder, Codirector and President of the Editorial Council of the Revista de Concorr\u00eancia e Regula\u00e7\u00e3o (Portugal). He is a member of the Portuguese Association of Theory of Law, Philosophy of Law, and Social Philosophy (ATFD), since its foundation in 2008. He is a leading researcher of the Research Centre for Private Law (CIDP), since its foundation in 2014. He is a member of the Portuguese Logic Society (SPL), since its foundation in 2022. He is a corresponding member of the Lisbon Academy of Sciences (ACL), since 2024. He is a member of the Scientific Council of the Centre for the Study of Criminal Law and Criminal Procedure in Latin America (CEDPAL) of the Georg-August-Universit\u00e4t G\u00f6ttingen, Germany, since its foundation in 2013. He is also a member of the Scientific Council of the Eduardo Correia Institute of the Pontifical Catholic University of Rio Grande do Sul (IEC), Porto Alegre, Brazil, since 2019. He is a fellow of the European Law Institute (ELI), University of Vienna, Austria, since 2022. He is a member of the Project: Criminal Procedure and European Union of the University of Valladolid, Spain, since 2024. He has published books and articles in several languages and countries on different topics. His publications can be read in Portuguese, English, German, Italian, Spanish and Catalan. Among the countries in which his work is published, in addition to Portugal, it is worth mentioning Brazil, the United States of America, England, Germany, Austria, Spain, Italy, Switzerland and some Portuguese speaking African countries, such as Cape Verde and Guinea-Bissau. He won Scholarships from FCT (Augsburg, Freiburg i. Br., G\u00f6ttingen, Munich, Bielefeld, and Trento), DAAD (Munich, and Freiburg i. Br.), and MPI (Freiburg i. Br.). He was a researcher at the Institute of Systems and Computer Engineering (INESC), in the Normlog Project, from 1988 to 1991.<\/p>\n\n\n\n
3. Contributions to society<\/p>\n\n\n\n
Paulo de Sousa Mendes was the Head of the Restrictive Practices Department of the Portuguese Competition Authority (AdC), hired on a commission basis, until 15th February 2015. He was previously the Head of the Legal Department of the AdC, hired on a commission basis on 1st March 2009. He was a member of the Group of States against Corruption (GRECO) Evaluation Team, which carried out an on-site visit to the Czech Republic from 11th to 12th October 2010 \u2013 Third Evaluation Round. He was a member of the Board of the Mission Unit for Criminal Reform (UMRP), from 2005 to 2007. He was a senior legal technician at the Portuguese Securities Market Commission (CMVM), admitted on 1st September 1998 until 31st May 2006 (on unpaid leave from 1st June 2000 to 31st December 2004 to complete his doctoral thesis).
