Full Professor at the Federal University of Rio de Janeiro, Emeritus Professor at the Federal University of the State of Rio de Janeiro (UNIRIO) and Visiting Professor at the Universities of Lisbon, Porto and Portucalense. Member of the Brazilian Academy of Letters and Honorary President of the Brazilian Historical and Geographical Institute. Member of state Historical Institutes and Academies of Letters and Ibero-American Academies of History. Academician of Merit of the Portuguese Academy of History and Corresponding Academician of the Academy of the Navy and the Academy of Sciences of Lisbon. As a manager, he was Head of Department and Dean (UNIRIO and UGF) and Rector (UGF). He was a CNPq researcher, working in the areas of History of Law/Institutions and Theory of History, an advisor to the Historical Heritage of Brazil (IPHAN) and is a consultant and reviewer for research bodies and scientific publications. He has published around 200 works in specialized journals and the books Os Níveis da Objetividade Histórica; A  Invenção da História -Estudos sobre o Historicismo; História, Estado, Memória – Varnhagen e a construção do Estado Nacional; De Formigas, Aranhas e Abelhas – Reflexões sobre o IHGB; Documentos Históricos Brasileiros; Formação do Brasil Colonial; Direito e Justiça no Brasil Colonial – o Tribunal da Relação do Rio de Janeiro (os dois últimos em colaboração com Maria José Wehling) and Do Antigo Regime ao Constitucionalismo – a Casa da Suplicação do Brasil, 1808-1829/1833.
