He was born in Santiago de Compostela in 1965. He graduated in Psychology from the University of Santiago (1988) and specialized in Social Psychology.

He has published several articles on sociolinguistics and the history of languages in various digital and printed journals, such as the AGLP Bulletin. Editor of the book by Lluís V. Aracil: Do latim às línguas nacionais: introdução à história social das línguas europeias (Galicia-Portugal Friendship Association, Braga).

In On April 7, 2008, he was awarded the MIL – International Lusophone Movement Lusophone Personality Award for 2013.

He spoke at the International Conference / Parliamentary Hearing on the Orthographic Agreement in the Portuguese Parliament (April 7, 2008) representing the association that promotes the Galician Academy of the Portuguese Language (AGLP), in defense of the unity of the written language.

A businessman by profession, he has been promoting and organizing various cultural and civic initiatives since 1983. He is part of the founding group of the AGLP. Coordinator of its International Relations Committee, he has been working on Galicia’s application to join the Community of Portuguese-Speaking Countries (CPLP), in coordination with the Autonomous Government of Galicia. As a result, the Kingdom of Spain was admitted as an Associate Observer in 2021.

It also lobbied the Union of Portuguese-speaking Capital Cities (UCCLA) for Santiago de Compostela to be admitted to this international body as an observer, which happened in 2017.

On behalf of the AGLP, he promoted and negotiated legislative initiatives with the Galician Parliament, such as Law 1/2014 for the Use of the Portuguese Language and Links with Lusophony.

He has organized several Lexicology seminars and international conferences, such as those held in the Galician capital with the Thematic Commission for the Promotion and Dissemination of the Portuguese Language, of the CPLP Consultative Observers, together with the AGLP.
