Economist and retired tax auditor of the Brazilian Federal Revenue Service. Tarcízio Medeiros is a member of the Historical and Geographical Institutes of the Federal District, Paraíba, Patos, and Rio Grande do Norte. He is also a member of the Paraíba Institute of Genealogy and Heraldry, the Association of Researchers of History and Genealogy (São Paulo), and the Academy of Letters of Brasília.

Among his published works are: Tributos, Obrigações e Penalidades Pecuniárias de Portugal Antigo (1983), Ramificações Genealógicas do Cariri Paraibano (1989), Mensuração da Economia Informal e da Evasão Fiscal no Brasil (1993), Relato de 1632 de Frei Paulo do Rosário sobre a Primeira Invasão Holandesa na Paraíba (2013), As Viagens de D.
