Profile

Manuel Carlos Lopes Porto (Coimbra, 1943) has the degrees of PhD from the Law School of the University of Coimbra (1983), where he had also the Graduation (1965) and the Complementary Course in Legal and Economic Studies ( 1970), and of M.Phil in Economics from the University of Oxford (1976).
Was President of the Coordinating Commission of the Central Region (1976-89), of the National Planning Council (1986-89), of theNational Council of Educaton ( 2001-05) and of the General Assembly of Caixa Geral dos Depósitos (2007-16).Was member of the Commssion for Tax Reform ( 1988) with the task of making the proposals for the creation of the single taxes on individual (IRS) and corporation (IRC) incomes and a new tax on property, and of the Commission for the updating of the statutes of Montepio. Was member of the European Parliament (1989-99), where, among other responsabilities, was Questor and Vice-President of the Budget Comission. Was World President of the European Community Studies Associations and President of AREP (
Portuguese Association for European Studies) and until recently Secretary General of the Academy of Sciences of Lisbon.
Participated in research projects of the Council of Europe, of the European Commission, of the OECD and of the World Bank.
Is retired Professor of the Law School of the University of Coimbra (having been Director between 2001 and 2006) and Professor of Lusíada Universities, where he is Director of CEJEIA, Center of Economic, Legal, International and Environmental Studies, having been Director of the Law School of Lusiada-Norrte, in Porto, between 2008 and 2014 . Has also been invited Pofessor in Macau, in the University (where he was member of the Advisory Committee) and in the Institute of European Studies. He is also member o the University Council of Jean Monnet Council, Director of the Association of European Studies of he Law School of the University of Coimbra (AEEC) and of its journal, Temas de Integração , and Consultant of SRS-Advogados
He has a great number of publications, articles and books, in Portugal and in other countries, in areas as Public Finances, International Trade, EU Policies, Cohesion and Transport Policies, and scholar textbooks, among them recent editions of Economia: Um Texto Introdutório (2023) and Teoria da Integração e Políticas da União Europeia (2017, with previous editions also in English and in Chinese).
