Short academic biography
Nazaré da Costa Cabral holds a degree in Law (1994) from the Faculty of Law of the University of Lisbon and in a degree in Economics (2015) from Nova SBE – School of Business & Economics. She has earned a master’s degree in European Law (1998) and a PhD in Law (2007) from the Faculty of Law of the Lisbon University (Universidade de Lisboa).
Nazaré is Associate Professor with Aggregation at the Faculty of Law of the University of Lisbon and she also lectured at several Portuguese and foreign universities. She has a strong activity as a researcher, with several books and articles published, mainly in the fields of public finances, economic and monetary union, public budgeting and social security.
Nazaré is deputy director of the journal Revista de Finanças Públicas e Direito Fiscal (Public Finances and Tax Law Journal), published by IDEFF and Almedina Editors.
In June 2022, Nazaré was elected national corresponding member of the Lisbon Academy of Sciences (Class of Letters, 6th section – Economics and Finance).

Professional experience
Between 1997 and 2002 and between 2005 and 2007, Nazaré da Costa Cabral performed legal advisory and consultancy roles in government offices in the areas of Labor and Social Security. During this period, she was also part of several working groups in charge of revising legislation in the field of social security, e.g. Base Law of Social Security, pensions’ legal regime and social security financing rules.
In 2014, she was appointed, by order of the Minister of State and Finance, to join the Commission for the Reform of the Budgetary Framework Law.
In 2015 and 2016, she was part of the project “National feasibility assessment of the different European unemployment benefit scheme options”, of the consortium led by the Center for European Policy Studies (CEPS), with the European Commission, and responsible for evaluating the conditions and feasibility of creating a European-wide unemployment benefit.
In 2018, she was a member of the High Level Expert Group on Pensions and an expert in the European project MoveS (Network of independent experts in the fields of free movement of workers (FMW) and social security coordination), in a consortium led by EFTHEIA with the European Commission.

Nazaré da Costa Cabral is currently servicing as Chair of the Superior Board of the Portuguese Public Finance Council, and was appointed with the Resolution of the Council of Ministers no. 34/2019, of 15 February.
